Advancing Inclusive Progress in Iligan Through Local Legislation
The Sangguniang Panlungsod of Iligan City, led by Vice Mayor Ernest Oliver Uy, presented key accomplishments from each councilor, reflecting their individual efforts in crafting policies that strengthen local governance and uplift Iliganons.
Vice Mayor Hon. Ernest Oliver “Wek-Wek” Uy
Vice Mayor Uy highlighted the Sangguniang Panlungsod’s 58 ordinancesat 349 resolutions in 2025, focusing on advancing welfare, safety, and inclusive growth through responsive and participatory governance.
Councilor Nhicolle B. Capangpangan – Rights, Welfare, and Inclusion
- Introduced the Student’s Rights, Welfare, and Safety Act (SWAS) ensuring student protection and mental health support.
- Institutionalized People-First Language for PWDs to uphold dignity and respect in all transactions.
Councilor Thomas Derrick P. Siao – Child Protection and Education
- Passed the Children at Risk (CAR) Ordinance establishing child protection programs.
- Authorized the renovation of the Iligan City Public Library to improve learning spaces.
Councilor Bernard Y. Pacaña – Peace, Order, and Public Safety
- Prohibited public drinking under City Ordinance No. 25-7662 to promote order.
- Strengthened coordination through CCTV access for criminal investigations.
Councilor Michelle E. Sweet – Cultural Heritage and Environmental Resilience
- Declared Maria Cristina Falls, Tinago Falls, Mimbalot Falls, Agus River,at Macaraeg Ancestral House as official heritage sites.
- Launched the 3ES Urban Resilience Project for environmental sustainability and ecotourism.
Councilor Atty. Marlene L. Young – Public Safety and City Identity
- Amended the Anti-Dangling Wire Ordinance for improved city safety and aesthetics.
- Requested airlines to officially list “Iligan City” as a flight destination to strengthen city identity.
Councilor Samuel P. Huertas – Utility Management and Water Conservation
- Enforced inspections on high-water-consuming commercial establishments through City Ordinance No. 25-7688 to promote water efficiency.
Councilor Ian C. Uy – Food Security and Procurement Efficiency
- Supported negotiated procurement from Food Terminal Inc. to provide affordable rice for Iliganons.
Councilor Vincenro King C. Belmonte – Education and Anti-Bullying Advocacy
- Localized the Anti-Bullying Act of 2013 to strengthen safeguards in schools.
- Proposed a city sports center and athlete training facility for youth development.
Councilor Randy L. Ong – Moral Recovery and Spiritual Discipline
- Passed a resolution urging the observance of a daily morning prayer across LGU departments to promote unity and moral renewal among public servants.
Councilor Ramil Emborg – Advanced Emergency Response System
- Adopted the Next Generation Advanced (NGA) 911 Emergency Response System to modernize Iligan’s incident command and emergency coordination.
Councilor Sultan Renandang M. Comonog – Indigenous Rights and Inclusive Governance
- Pushed for the inclusion of the Higaonon Ancestral Domain Sustainable Development and Protection Plan (ADSDPP) in the City Development Plan.
- Established IP Help Desks in city departments to assist Indigenous Peoples with documentation and representation.
