DICT Sets Bold 2026 Digital Growth Agenda to Power Economic Recovery

Mindanao and the Philippines Push Forward on Digital Growth

The Philippines is entering a critical phase in its digital transformation, with the Department of Information and Communications Technology (DICT) directed to lead economic recovery efforts by making the ICT sector a central growth driver by 2026.

While the digital economy’s share of gross domestic product has eased from around 10 percent to 8.4 percent, DICT emphasized that this reflects untapped potential rather than decline. With coordinated reforms and investments, the sector is projected to grow to as much as 12 percent of GDP by 2026, translating to an estimated ₱354 billion boost to the national economy.

Central to this strategy is the full implementation of the Konektadong Pinoy Act, which removes long-standing barriers to the deployment of telecommunications and digital infrastructure. The reform enables faster rollout, stronger competition, lower costs, and improved service quality nationwide, including in underserved and rural areas across Mindanao.

DICT is also advancing a clear data localization and governance policy to provide certainty for global hyperscalers and data center investors. This positions the Philippines as a secure and reliable regional hub for digital services, unlocking foreign direct investments and creating high-quality technology jobs.

To ensure coherence across government, a harmonized 2026 ICT budget is being pursued to align digital investments among agencies. This coordinated approach is expected to generate strong multiplier effects, adding tens of billions of pesos to GDP while reinforcing investor confidence.

In parallel, DICT is working with the Philippine Stock Exchange and the Securities and Exchange Commission to modernize capital markets and support Filipino technology companies. By creating clearer pathways for tech initial public offerings, the initiative aims to retain high-value firms locally, expand employment, and deepen domestic capital markets.

Ongoing discussions with economic managers include proposals to unlock additional liquidity through financial reforms, potentially channeling more capital into high-growth, tech-enabled sectors without increasing taxes.

Through improved connectivity, stronger digital infrastructure, and coordinated policy reforms, the DICT’s 2026 agenda seeks to deliver tangible benefits such as lower internet costs, more tech-enabled jobs, enhanced financial inclusion, and better public services—helping Mindanao and the rest of the country move toward a more resilient and innovation-driven economy.
