Mindanao Leaders Address Misleading Security Narratives
DAVAO CITY — Mindanao Development Authority (MinDA) Chair Secretary Leo Tereso A. Magno has disputed reports describing Mindanao as a “terror hotspot,” emphasizing that such characterizations are based on assumptions rather than verified evidence.
The statement was issued following reports that attempted to link the region to the Bondi Beach attack, citing only the alleged travel history of the attackers.
Magno underscored that no evidence points to Mindanao being involved in any stage of the incident.
Key points raised by the MinDA chair include:
- No indication that planning, radicalization, or operational support occurred in Mindanao
- Travel history alone does not establish culpability or regional involvement
- Millions of legitimate travelers pass through Mindanao each year for work, tourism, and business
“Mere presence does not equate to complicity,” Magno said, cautioning against conclusions drawn solely from travel records.
Progress in Peace and Security
Magno also highlighted that Mindanao’s security situation has significantly improved over recent decades, citing sustained peace initiatives and coordinated counter-terrorism efforts with national agencies and local governments.
He warned that labeling Mindanao as a terror hotspot risks:
- Discouraging local and foreign investment
- Affecting tourism and business confidence
- Reinforcing outdated and harmful stereotypes
Such portrayals, he said, undermine the progress achieved by communities working toward peace, stability, and inclusive development.
Supporting Mindanao’s Path Forward
MinDA reiterated its commitment to working with security institutions and local governments to maintain peace and order, while promoting accurate and balanced narratives about the region.
“Mindanao is not a terror hotspot,” Magno said. “It is a region moving forward—focused on peace, progress, and inclusive development.”
